DVSA recorded 13,333 car theory tests at Lincoln between April 2025 and March 2026, of which 6,029 were passes and 7,304 were fails. The pass rate was 45.22%, against 44.84% across Great Britain. That is the 90th highest pass rate of the 165 centres with enough tests to compare, and 7th of 13 in the East Midlands. Lincoln is a high-volume centre, working through roughly 1,111 sittings a month.
Every theory pass here takes 2.21 sittings on average, so £50.86 of DVSA fees, within pennies of the £51.29 national figure. None of that is a difference in price. DVSA charges £23 a sitting everywhere, and there is no discount for a retake, so the only thing that moves the bill is the number of attempts. Back in 2007/08 the rate was 67.91%, so today's fee bill per pass is £16.99 higher than the same £23 fee would have produced then, purely because the pass rate has fallen 22.7 points.
The nearest other theory centre is Grantham, about 23 miles away, where the rate was 47.82%. Louth, 24 miles out, is the strongest of the five nearest at 50.25%, a difference worth £5.09 per pass on paper, and still not worth the journey. The questions, the clips and the pass mark are set nationally and do not vary by building, so a centre's rate describes the people who booked there rather than the difficulty of the test.
The lever a candidate actually controls is revision, not location. At £23 a sitting, a single failed attempt costs more than the £4.99 official app and the £15 book put together, and the £50.86 of fees a pass takes at Lincoln is 3.5% of the £1,470 minimum cost of learning to drive on this site's Midlands lesson band, the closest published row to East Midlands. There is also a clock: a theory pass is valid for 2 years, and letting it lapse before the practical means paying the £23 again from scratch.

One retake buys nothing
A second sitting is another full £23. There is no retake discount. The official DVSA revision app is £4.99, so a retake costs about 5 times as much as the thing that would have prevented it.
