DVSA recorded 38,665 car theory tests here in April 2025 to March 2026 and 15,865 passes. The fee is £23 a sitting everywhere in Great Britain, so at this rate a pass takes £56.05 of test fees.
Of the 38,665 car theory tests sat at Luton in the year to March 2026, 15,865 ended in a pass and 22,800 in a fail. 41.03% is 3.81 points below the 44.84% national figure. That is the 152nd highest pass rate of the 165 centres with enough tests to compare, and 13th of 13 in the East of England. Luton is one of the busiest theory test centres in Great Britain, handling about 3,222 sittings in an average month.
Each pass at Luton takes 2.44 sittings on average, which is £56.05 of DVSA fees per licence, £4.76 more than the £51.29 national figure. None of that is a difference in price. DVSA charges £23 a sitting everywhere, and there is no discount for a retake, so the only thing that moves the bill is the number of attempts. Luton sits 16 miles from Watford, its closest neighbour, which recorded 46.98%. That is the highest of the five nearest centres, a difference worth £7.09 per pass on paper, and it is still not worth the journey. One retake buys nothing
A second sitting is another full £23. There is no retake discount. The official DVSA revision app is £4.99, so a retake costs about 5 times as much as the thing that would have prevented it.
