DVSA recorded 16,042 car theory tests here in April 2025 to March 2026 and 7,764 passes. The fee is £23 a sitting everywhere in Great Britain, so at this rate a pass takes £47.52 of test fees.
Redditch is a high-volume centre, working through roughly 1,337 sittings a month. Across April 2025 to March 2026 it conducted 16,042 car theory tests and issued 7,764 passes, a pass rate of 48.40% against the national 44.84%. That is the 44th highest pass rate of the 165 centres with enough tests to compare, and 2nd of 11 in the West Midlands.
Fees are the same £23 nationwide, which makes the pass rate the whole of the cost story. Every theory pass at Redditch takes 2.07 sittings on average, so £47.52 of DVSA fees, a little under the £51.29 national figure. Put another way, 51.6% of the £369k paid in theory fees at Redditch last year bought a test that did not end in a pass, or £190k.

The nearest other theory centre is Birmingham, about 12 miles away, where the rate was 40.64%. Stratford-upon-Avon, 13 miles out, is the strongest of the five nearest at 50.29%, a difference worth £1.78 per pass on paper, and still not worth the journey. The questions, the clips and the pass mark are set nationally and do not vary by building, so a centre's rate describes the people who booked there rather than the difficulty of the test.
What does change the bill is preparation. One retake costs £23, which is 5 times the £4.99 price of the official DVSA revision app and more than the £15 print book. On the April 2025 to March 2026 figures for Redditch, the average candidate here needs 2.07 sittings, so budgeting for one attempt and nothing else is optimistic. One retake buys nothing
A second sitting is another full £23. There is no retake discount. The official DVSA revision app is £4.99, so a retake costs about 5 times as much as the thing that would have prevented it.
