Salisbury is a mid-sized centre, taking about 643 candidates a month. Across April 2025 to March 2026 it conducted 7,710 car theory tests and issued 3,877 passes, a pass rate of 50.29% against the national 44.84%. That is the 24th highest pass rate of the 165 centres with enough tests to compare, and 6th of 22 in the South West.
Fees are the same £23 nationwide, which makes the pass rate the whole of the cost story. Because more candidates pass first time here, the fee bill per licence is lighter than average: £45.74 of DVSA fees for every theory pass, £5.55 less than the national £51.29. Put another way, 49.7% of the £177k paid in theory fees at Salisbury last year bought a test that did not end in a pass, or £88k.
DVSA publishes the split by recorded gender. Women passed at 52.56% here against 48.42%, a difference of 4.14 points, where the national gap is 4.20 points. In fee terms the group with the lower rate spends about £3.74 more per pass at this centre.
Month to month the rate moves about. February 2026 was the strongest month here at 54.8%, January 2026 the weakest at 44.7%, and August 2025 the busiest with 818 sittings. A swing of 10.1 points across one year is normal in a sample this size and is not a reason to time a booking.
Against 2024/25 the rate rose by 0.64 points, from 49.65% to 50.29%. DVSA has published 18 years for this centre. Back in 2007/08 the rate was 69.32%, so today's fee bill per pass is £12.56 higher than the same £23 fee would have produced then, purely because the pass rate has fallen 19.0 points.
The nearest other theory centre is Andover, about 17 miles away, where the rate was 48.91%. Blandford Forum, 22 miles out, is the strongest of the five nearest at 52.37%, a difference worth £1.82 per pass on paper, and still not worth the journey. The questions, the clips and the pass mark are set nationally and do not vary by building, so a centre's rate describes the people who booked there rather than the difficulty of the test.
What does change the bill is preparation. One retake costs £23, which is 5 times the £4.99 price of the official DVSA revision app and more than the £15 print book. On the April 2025 to March 2026 figures for Salisbury, the average candidate here needs 1.99 sittings, so budgeting for one attempt and nothing else is optimistic. One retake buys nothing
A second sitting is another full £23. There is no retake discount. The official DVSA revision app is £4.99, so a retake costs about 5 times as much as the thing that would have prevented it.
