The theory test fee is £23 everywhere in Great Britain, so the regional difference is not a price difference. It is a count of attempts. At 44.07% a pass in the North West takes 2.27 sittings on average and therefore £52.19 in fees, £0.90 more than the national figure. The 199,145 failed tests in the region account for £4.6m of the £8.2m paid in theory fees here.
Within the region the spread is wider than the gap between regions: Kendal recorded 51.24% and Workington 40.96%, a spread of 10.28 points, worth £11.27 per pass in fees.
